Dong Nai City Launches the First Rental Social Housing Project in the Country

On June 12, the Dong Nai City Party Committee, People’s Council, People’s Committee, and Vietnam Fatherland Front Committee of Dong Nai City held the groundbreaking ceremony for the Long Binh Rental Social Housing Project (Phase 1) in Long Binh Ward, Dong Nai City.

1,000 Rental Apartments for Workers and Laborers

The Long Binh Rental Social Housing Project is the first project in Dong Nai City and nationwide to begin construction just nearly one month after General Secretary and President To Lam directed the development of rental apartment models to meet housing needs for workers, laborers, and low-income groups. This meaningful event demonstrates the locality’s determination to take the lead in concretizing the Party’s policy.

The Long Binh Rental Social Housing Project has a total estimated investment of about VND 1,360 billion, funded by the city budget. The project is built on a land area of approximately 1.52 hectares within a larger 12.17-hectare site in Long Binh Ward.

This area concentrates many large industrial zones (IZs) such as Amata, Bien Hoa II, Ho Nai, Loteco, and Agtex Long Binh. With a high number of workers in the area, there is a strong demand for stable, safe, and affordable rental housing for laborers and workers.

According to the planning orientation, the entire area is expected to include around 10,000 rental social housing units along with synchronized social infrastructure serving project residents, such as schools at all levels, kindergartens, green parks, and public service facilities.

Phase 1 of the project consists of two 20-story apartment blocks with about 1,000 rental units. Apartment sizes are designed from 30 m² to 70 m², meeting current technical standards for social housing. The project is equipped with synchronous technical infrastructure systems, parking areas, green spaces, community living areas, fire prevention and firefighting systems, security monitoring, and other amenities to serve residents’ daily lives.

Upon completion, the project will contribute to increasing the supply of social housing in the city, gradually addressing the housing needs of workers employed in industrial zones as well as other beneficiaries eligible under social housing policies.

The Dong Nai City Construction Investment Project Management Board has been assigned as the project investor for the Long Binh Rental Social Housing Project. The construction contractor is Sonadezi Corporation, which is also the first enterprise to participate in developing social housing in Dong Nai. Sonadezi has invested in and built six social housing and worker housing projects, with 1,600 apartments already completed and put into use.

Speaking at the ceremony, Comrade Nguyen Van Ut – Deputy Secretary of the City Party Committee and Chairman of the People’s Committee of Dong Nai City – acknowledged and commended the efforts and sense of responsibility of departments, agencies, localities, consulting units, contractors, and related bodies that have actively coordinated and urgently completed procedures to ensure the project is eligible for groundbreaking as planned.

The City Chairman requested departments, sectors, and localities to continue close coordination; the construction unit must concentrate maximum resources, ensure project quality and implementation progress, and soon complete the project to make it a flagship social welfare work, contributing to building Dong Nai City into a rapidly developing, sustainable, civilized, and modern city.

At the groundbreaking ceremony, Mr. Nguyen Anh Tuan – Deputy Director of the Construction Investment Project Management Board of Dong Nai City – affirmed that he would closely coordinate with relevant agencies to implement the project in compliance with regulations, ensuring construction quality, labor safety, environmental protection, efficient use of investment capital, and timely completion.

Mr. Tran Thanh Hai – General Director of Sonadezi Corporation – committed to mobilizing maximum manpower, machinery, and equipment, applying advanced technical measures to ensure the project meets standards, durability, and aesthetics; implementing the project in accordance with approved planning, design, and current legal regulations; ensuring labor safety and environmental protection during construction. The company strives to complete the project on schedule with optimal costs, helping beneficiaries access rental housing at affordable prices.

Dong Nai Identifies Social Housing Development as a Key Task

Dong Nai is currently one of the country’s leading industrial, logistics, and service centers, with 89 industrial zones and 68 industrial clusters planned; among them, 44 industrial zones and 12 industrial clusters are already operational, attracting more than 700,000 workers to live and work.

Strong industrial growth has been an important driver of economic development, while also placing increasing demands on housing, social infrastructure, and essential living conditions for workers.

City leaders stated that for sustainable development, besides investing in economic infrastructure, attracting investment, and expanding production, the locality pays special attention to workers’ living conditions. Housing is not only a place to live but also a foundation for workers to stabilize their lives, feel secure in their jobs, remain committed to enterprises, and contribute long-term to local development.

“Based on that requirement, Dong Nai City always identifies social housing development as an important task, carrying both economic significance and profound humanistic value. The city has been creating all favorable conditions for enterprises to participate in developing social housing, gradually meeting the growing demand of workers, low-income people, and policy beneficiaries,” emphasized the Chairman of Dong Nai City.

Right after the ceremony, the city will continue directing reviews of planning, preparing land funds, and implementing rental social housing projects in areas with high concentrations of industrial zones such as Nhon Trach, Long Thanh, and other key economic development zones, with an expected scale of about 10,000 apartments in each locality.

Representatives of industrial zone investors in Dong Nai City expressed their delight that the City Party Committee, People’s Council, and People’s Committee prioritized land resources, state budget funds, and favorable planning, mechanisms, and policies to invest in long-term rental housing, thereby improving living standards for low-income people, workers, and laborers, especially in industrial zones. This also helps industrial zones in the city build a solid social infrastructure foundation to stabilize the workforce, enhance competitiveness in attracting investment, and achieve sustainable development.
