Dong Nai Promotes Investment in Modern Environmental Infrastructure

Dong Nai is striving to become a key growth pole of the country—a green, modern, and livable urban area—with environmental protection as one of its strategic pillars.

Mr. Nguyen Tuan Anh – Member of the Standing Committee of the City Party Committee and Vice Chairman of the People’s Committee of Dong Nai City – stated that environmental protection continues to be identified as a central and continuous task throughout the city’s socio-economic development process.

Accordingly, waste management, promoting waste separation at source, developing environmental technical infrastructure, and controlling emissions from production and business activities are urgent tasks that need to be implemented in a synchronized manner.

Waste Treatment Infrastructure Needs to Be Synchronized and Modernized Soon

At the 2026 Dong Nai City Environmental Conference, leaders of the Department of Agriculture and Environment (DAE) informed that the total volume of waste generated in Dong Nai City is currently about 4,200 tons per day, including approximately 2,677 tons of municipal solid waste (MSW) and 1,500 tons of industrial waste.

The city currently has 11 projects within 7 treatment zones that are receiving and processing hazardous waste and common industrial waste; and 6 out of 8 MSW treatment facilities are in operation

According to the Department of Agriculture and Environment, about 2,110 tons of MSW are collected and treated daily in accordance with regulations, accounting for 78.8%, which reflects considerable effort. However, the collection and treatment rate in some areas—especially in northern Dong Nai (former Binh Phuoc area)—remains limited.

In the industrial sector, with 58 industrial parks, one economic zone already established, and 82 industrial clusters currently operating and planned through 2030, total waste volume is expected to increase significantly compared to the present, requiring expanded treatment capacity.

Leaders of the Dong Nai City People’s Committee frankly acknowledged that pressure from industrial development, urbanization, population growth, and the increasing generation of municipal and industrial waste is becoming more intense. Meanwhile, environmental technical infrastructure in some areas has not yet met requirements and needs further synchronized and modernized investment.

Accompanying the City’s Green Growth Strategy

From the perspective of a company investing heavily in industrial parks in Dong Nai, Sonadezi Corporation noted that the race toward Net Zero, the EU’s CBAM mechanism, and EPR (under Government Decree No. 110/2026/ND-CP, effective from May 25, 2026) are setting new standards in industrial park infrastructure development. These drivers are accelerating a shift from traditional land leasing models to comprehensive service ecosystems, green infrastructure, and industrial symbiosis.

To meet investor criteria and contribute to building a green Dong Nai, many enterprises are actively investing in environmental protection infrastructure projects both inside and outside industrial parks, including projects that recycle industrial waste into input materials for various production sectors.

At the Quang Trung Waste Treatment Complex, equipped with modern recycling infrastructure and technology, the facility is currently handling MSW from 31 wards/communes and treating industrial waste for more than 300 enterprises in industrial parks, notably Formosa, Swarovski, Hung Nghiep Formosa, Hisamitsu Pharmaceuticals, Vinatex, Idico, Loteco, and others.

In line with Dong Nai’s green growth and sustainable development strategy, and aiming to become an energy regeneration infrastructure enterprise, in addition to existing recycling projects such as converting waste into RDF fuel and recycling plastic waste, Sonadezi Service Joint Stock Company plans to invest in waste-to-energy incineration technology at the Quang Trung Complex. The Quang Trung Waste-to-Energy Plant (capacity of 7.5 MW) is expected to break ground in the first quarter of 2027.

Mr. Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, affirmed that in the coming period, Dong Nai City identifies environmental protection as a prerequisite for sustainable development. The city will focus on mobilizing resources and introducing policies to attract and support enterprises in investing in modern waste treatment infrastructure and technologies (low emissions, energy recovery); improving waste treatment efficiency, reducing landfill ratios, minimizing leachate, saving land resources, and generating electricity.

From an expert perspective, Assoc. Prof. Dr. Nguyen Tri Quang Hung – Faculty of Environment and Natural Resources, Nong Lam University of Ho Chi Minh City – recommended that in addition to developing environmental protection infrastructure, Dong Nai should promote the establishment of a “Smart Industrial Environmental Operations Center,” integrating AI, IoT, and Big Data to provide early warnings of pollution risks, optimize resource consumption, and support environmental management.
