Today, May 18, the City Party Committee, People’s Council, People’s Committee, and Vietnam Fatherland Front Committee of Dong Nai City jointly organized the Announcement Ceremony for the National Assembly’s Resolution No. 30/2026/QH16 regarding the establishment of Dong Nai City.
This monumental political event for both Dong Nai City and the country serve as a historic milestone, creating unprecedented opportunities and substantial momentum for the local and regional business community. Driven by the aspiration and mission to foster socio-economic development and position Dong Nai City as a vital national growth pole, enterprises have affirmed their determination to accelerate, breakthrough, and “take off” sustainably with the city.

State-Owned Enterprises Assert Leading Roles in Core and Essential Sectors
In this new era, Dong Nai City aims to become a modern industrial-urban-service city, solidifying its position as a pillar of growth for the entire country. These targets unlock extensive development opportunities and motivate businesses to scale up, creating long-term value for Dong Nai City and its population of nearly 4.5 million residents.
For the state-owned enterprise (SOE) sector in Dong Nai City, Resolution No. 30/2026/QH16 on establishing the centrally-run Dong Nai City—alongside the Politburo’s previously issued Resolution 79-NQ/TW on state economy development—marks two highly critical milestones. These resolutions broaden the strategic horizon, spark a pivotal transformation, and place greater responsibilities on SOEs.
According to Mr. Vo Tan Duc, Deputy Secretary of the Dong Nai City Party Committee, Dong Nai’s Action Plan No. 93-KH/TU for implementing Resolution No. 79-NQ/TW outlines a comprehensive goal: to enhance efficiency and promote the leading, pioneering, and strategically directive role of the state economy in Dong Nai’s core, essential, and strategic sectors, thereby guiding and supporting other economic sectors to develop concurrently.
As an enterprise that has continuously accompanied and shaped Dong Nai’s development for 36 years through periods of innovation and integration, Sonadezi Corporation stated it will continue to leverage the leading role of an SOE. The corporation will rigorously execute the orientations and directives of its owner—the Dong Nai City People’s Committee—to collaboratively build the city.
Moving forward, Sonadezi aims to act as a pioneer in the industrial park (IP) infrastructure sector while securing its principal position in key sectors like seaports, clean water supply, and environmental services to satisfy the expanding demands of the city’s manufacturing, urban, and service landscapes.

Another prominent infrastructure developer, Tin Nghia Corporation, stated that the company is striving to complete compensation, finalize infrastructure investment, and achieve full occupancy at Ong Keo Industrial Park by the end of 2028. By 2030, the company plans to acquire and develop an additional IP land fund of approximately 1,000 hectares, actively contributing to industrial infrastructure expansion and attracting high-quality investment inflows into Dong Nai City.
Dong Nai City expects its community of nearly 100,000 enterprises—led by key SOEs such as Sonadezi, Tin Nghia, Dofico, and Dong Nai Power Company—to focus on restructuring, upgrading capacity, and boosting operational efficiency. Simultaneously, these entities are expected to scale up investments in technical infrastructure, IPs, urban areas, and essential services to build a modern, sustainable industrial-urban-service ecosystem for the city.
Aligning Corporate Strategies with City Development Plans
Leadership from the Dong Nai City People’s Committee shared that in this new phase, the city identifies modern industry, synchronous infrastructure, and high-quality urban areas as its fundamental pillars
Observations show that numerous enterprises have aligned their 2026 and long-term investment plans closely with Dong Nai City’s official development blueprints and strategic schemes.
In the power supply sector, Dong Nai Power Company announced that in 2026, it will execute 122 grid projects with a total investment capital of VND 1,115 billion, ensuring safe and continuous power supply to serve socio-economic growth and residential needs. The company currently provides electricity to over 1.35 million customers across Dong Nai City.
A representative from Sonadezi Corporation noted that during the 2026 – 2030 period, the group will aggressively source and deploy new projects, including those within its core business lines in northern Dong Nai City. With an estimated capital expenditure of VND 36,000 billion, the enterprise intends to develop at least 02 additional industrial parks and 02 residential communities. It will also scale up its supply capacity in construction, building materials, port systems, environmental services, water supply, and human resource training to meet the city’s development demands.
Environmental Services: Sonadezi Service Joint Stock Company will upgrade the capacity of its Waste Recycling Plant for Compost Production at the Quang Trung Waste Treatment Zone to 1,800 tons/day. It will also invest in the Quang Trung Waste-to-Energy Plant (7.5MW capacity) during the 2026 – 2027 period, while researching urban wastewater treatment and other environmental sectors.
Seaports: Dong Nai Port Joint Stock Company (PDN) is focusing on expanding its ports and warehouses to enhance service capacity, meeting the rapid growth of container and general cargo throughput. The company will continue to invest in cargo-handling equipment and develop its logistics service chain. In 2026, PDN expects to lease an additional 3 hectares in the Long Binh Tan area for container operations, and construct berth B6 at Go Dau Port to lease warehouse infrastructure and receive fuel tankers serving the Long Thanh Airport fuel depot project.

Clean Water Supply: Dong Nai Water Supply Joint Stock Company (Dowaco) plans to invest approximately VND 4,200 billion to implement projects focused on increasing water sources, upgrading plant capacity, and expanding the pipeline network. These projects aim to fully supply the Long Thanh Airport Urban Area, industrial parks, and new urban zones, while extending water coverage to other districts. Dowaco targets to raise the clean water access rate to 92% for urban populations and 85% for rural areas by 2030.
As a major corporation in Dong Nai City, Dofico aims to optimize its business efficiency via 5 strategic breakthroughs: digital transformation and technology applications in corporate governance, manufacturing, and internal operations; productivity and competitiveness enhancement; high-quality human resource development; market and product expansion; and organizational restructuring using modern corporate governance models.
Dong Nai City leaders emphasize that given the new historic momentum, modern urban management models, an attractive investment climate, and close government companionship, the pioneering performance of the SOE sector will build a solid foundation to attract and lead private and foreign direct investment (FDI) inflows into the city’s key sectors and core projects.
