Customs Team No.2 – Bien Hoa Customs Sub-department that belongs to Dong Nai Customs Department was established under Decision 4033/QĐ-TCHQ dated November 27, 2017 of the General Department of Vietnam Customs. Acting as a customs sub-department, Customs Team No.2 – Bien Hoa Customs Sub-department aims to facilitate customs clearance for companies and promote their export/import activities.
At the ceremony, Vice Chairman of the Provincial People’s Committee Nguyen Quoc Hung said that the establishment of Customs Team No.2 – Bien Hoa Customs Sub-department was a great effort made by the Customs sector in order to improve administrative efficiency. Especially, in the context that the road transport and port system in HCM city were overloaded, the formation of a customs team at Dong Nai port would create favorable conditions for companies in the implementation of administrative procedures and customs clearance, develop logistical infrastructure and enhance provincial competitiveness. He emphasized, “The leaders of Dong Nai province hope that Customs Team No.2 – Bien Hoa Customs Sub-department and Dong Nai Port JSC will work together to build a favorable environment for logistics, take a proactive approach to understand the difficulties facing companies and always support the companies’ businesses.”
From the beginning of 2018 to date, Dong Nai Customs Department established 2 customs teams, namely Nhon Trach Customs Team No.2 (at ICD Nhon Trach) and Bien Hoa Customs Tem No.2 (at Dong Nai Port).
According to Mr. Nguyen Phuc Tho – Deputy Director of Dong Nai Customs Department, the freight transport of export-import businesses from Dong Nai province to the ports in HCM city, Ba Ria – Vung Tau and vice versa were facing a large number of obstacles due to overloaded road transport. As a result, customs clearance took more time than needed and export-import activities of companies were affected dramatically. In compliance with the policy of the Government and Dong Nai Provincial People’s Committee on promoting export-import activities and shortening customs clearance time, as well as in accordance with Dong Nai Customs Department’s advice, General Department of Vietnam Customs promulgated the decision to establish Bien Hoa Customs Team No.2 at Dong Nai Port. Dong Nai Port was located in a favorably geographical area, so it was convenient for companies to transport their goods from industrial zones to HCM city and Ba Ria – Vung Tau’s ports by road and waterways and shorten their transport time.
This was a great effort made to facilitate export-import activities of companies, especially those based on their businesses in Bien Hoa city and surrounding areas as well as develop the logistics system of the province.
At the ceremony, the leaders of Dong Nai Port said that by converting the function of Long Binh Tan General Port into an ICD specialized port as well as by investing in warehouse (expand warehouse by 12 hectares), 30,000 DWT jetty, advanced equipment, and human capital, the volume of cargo transferred at Dong Nai JSC’s ports increased substantially. In 2017, the capacity of container terminals reached 435.738 TEU, increasing by 16%; the total output reached 5,674,000 tons, up to 26%; and the net revenue reached VND 517 billion, up to 23%.
Starting from the end of 2016, vessels with a tonnage of 35,000 DWT or less are allowed to be docked at Go Dau Port (belongs to Dong Nai Port JSC) for cargo discharge. Therefore, it meets the demands of shipowners who want to operate large vessels, increases competitiveness when it comes to the charter costs and handling capacity. In 2018, Dong Nai Port intends to invest in a 30,000 DWT pier and necessary equipment at Go Dau port, expand the berths at Long Binh Tan port by 50m to receive cargo after ICDs are relocated to the outside of the center of HCM city.
